Order 09 is at its core, for lack of more graceful words, a group of assassins. However, they are more specifically, counter assassins, or assassins that target assassins and their contractors. It is debatable whether they are sticking to their goals or slowly becoming the assassins they target.

Order 09 spawned from an old attempt by the Japanese government to finally eliminate the threat and death rates caused by the frequent contract killings plaguing the cities and countryside. Elite and skilled agents in the law enforcement were organized into thirteen groups, called Orders. These Orders contained three to five soldiers each and were given special orders and targets. Orders did remarkably well. Infamous assassins, long-time contractors, notorious killers and a few ruthless gangs were wiped off the map. For some time, people were assured that these Orders would succeed for a long time to come. And though they did manage well, the officers in them were almost always in extreme danger. Combined with offenders adapting to the Orders and their tactics, many top soldiers were being killed. With time, the police decided that they weren’t happy with the ratio of targets eliminated with casualties sustained. The law was losing their top officers, and it just wasn’t worth it. The Orders were officially disbanded. However, the very best of the soldiers in the units were insulted that the police deemed them incompetent for their jobs. These people were the most powerful, the agents that had rarely failed. And then, one day, these people disappeared from the law enforcement roster. Only days later, a new group was formed, with identical goals to the Thirteen Orders, but no affiliation with the government whatsoever. The organization was called Order 09, after the Order with the best record, and the members of which were the officers that ‘vanished’ from the roster.

Order 09, as previously mentioned, no longer has any type of connection with government or law forces. In fact, it’s quite the opposite. Order 09 consistently defies the law in pursuit of its goals with their possibly unjustified killings of assassins of all sorts, their contractors and anyone who so much as shows signs of future problems to their operations. As would be expected, each member has an obnoxious bounty on their heads. But so far, any assassin that tried to assault a member was quickly eliminated. Only the stupid and the stupidly brave try. Alternatively, they are always on the lookout for additions to their organization. Exceptionally powerful or lucky targets, along with skilled persons specifically may find themselves under the employment and protection of Order 09.

Listed and described below are prominent and high ranking members of Order 09. As more intelligence is gathered, more members will be added.

My only comment is that if you're going to create Order 09, be sure to allow others in on it, as controling around 10 characters isn't always good.

Name: “Iron Angel” Lucille [Lucy] Wingacy

Age: 23

Gender: Female

Class: Order 09 member, Class A. Primary Scout.

Appearance: The legendary “Iron Angel” stands at a formidable 5 feet, eleven inches and has a deceptively sturdy build. She wears an olive green suit shirt with matching pants, and over it, wears a very light brown overcoat. Her hair almost matches the overcoat, though being noticeably lighter, and is slightly longer than shoulder length. She is almost never spotted without a smirk and occasionally a cigar clenched in her teeth. Overall, she gives off an aura of importance and control.

Weapons/armor: Ms. Wingacy has no armor other than her overcoat, which can use to knock out of the way, many projectiles. As for weapons, her primary weapon is a decorated cavalry sword, kept in a sheath on her left. With this, she uses strong, fluid motions and attempts to dismember limbs or even bisect enemies. Lucy’s favorite, however, is a long, relatively thick bullwhip, that she can swing hard enough to splinter wood and even in some cases rend flesh. It’s obviously made of a different material than normal, as it can easily trade blows with swords with no damage as well as cause almost ridiculous amounts of damage. Her last and most seldom used weapons are two, custom shortened katana, kept in their sheaths on her back, under the overcoat. With these, she employs “Sword Dancer” techniques, and is known for cutting multiple opponents to ribbons. She may or may not have more or less weapons depending on planning and situation. Also, she can deliver quick blows with hands and feet.

Personality: Lucy does a relatively good job of remaining calm and conceited at all times. She mocks her opponents’ efforts, and generally tries to mess with their head and chats idly during battle. If she gets angry, it’ll only be visible for a second, before she replaces it with a smile. She is not one to show consideration and is dedicated to her services to Order 09.

History: Lucille Wingacy is a fourth-generation law officer, following diligently instructions to the point in her days. Since she was young, she learned on her own much about the cruelty of people toward their own kind, and has always liked to think of herself as someone to try and correct the errors of her fellow people. At the age of 16, she was finally given a position on the police, and quickly proved herself invaluable. She would be punctual, and always either bring back a surrendered man or a corpse. She was not an only child, and her brother soon found himself on the opposite side of justice. He has smiled and asked his sister to help him escape from the scene of a multiple murder. She killed him without hesitation, even remarking on his stupidity with a chuckle. When the time came to organize the troops into the Orders, she was one of the first chosen. During her years in the Orders, she only failed twice, both due to a mistake in information. Lucy was also among the first to suggest the formation of Order 09 when the government ended their reign. She is currently the most well-known member of Order 09 and their Primary Scout and one of their best.

Other: Lucy’s original Order was Order 01. She was the only one of the original members to survive.

Name: “Silent Gunship” Captain Günsche


Age: 26

Gender: Male

Class: Order 09 Member, Class S assassin, Primary Offensive/Special Forces

Appearance: The Captain is rather large, standing at 6 foot 4 and appearing rather massive. Although most of his body his hidden behind a coat what is similar to what is known as a M42 Greatcoat today. It’s made of a thick material, and is rather beaten. He wears it with the neckguard turned up, as he doesn’t like to be seen or identified. He covers his dark blonde hair with a cap resembling a M43 Officer Cap. Captain Günshe’s face shows little to no expression and he seldom talks. Aside from the occasional irritated frown or amused smile, it's almost impossible to tell what he's thinking or feeling. He stares with a heavy gaze, and also wears large boots and dirty white thick gloves.

Weapons/armor: His Greatcoat variant must be made of something special, because in conjunction with his build and anything he has under it, projectiles such as kunai seem to plow into him, and fall to the ground with minimal injury to his person. Sword blades have a difficult time reaching his flesh, and he can literally deflect blades with his forearms. The closest thing to weapons he has are his gloves, which are made of an even stronger material than his coat. He has traded punches with flying kunai, and slid his hand along the blades of katana, calmly maneuvering them out of the hands of his enemies. His strength is superb, and can break bones with powerful chops and kicks. He has lifted relatively shorter unarmed men off the ground by their neck with one hand. However, Günshe carries no weapons. Not a sword or a kunai does he own. He has never needed to.

Personality: Günshe does a remarkable job of hiding facial expressions, and combined with his rarely speaking, it could almost be assumed that he is a machine. However, this is not true, and he does all the emotions of a normal person. Sadness, anger, amusement, and even joy. The Captain would simply rather not make his inner workings public. He feels with every man he kills, there is a greater burden placed on his shoulders. He deals with this by keeping to himself, as if he should simply stick to his job.

History: Out of all of Order 09, Captain Günsche’s has got to be the strangest and most dramatic. He was born in Germany, and lived quite a normal life as a child. As a young man, he was rambunctious, innocent and enjoyed having a good time with friends and family. He had a girlfriend for a number of years, and eventually married her, having a single child, a daughter named Emma. Günsche was a bright, and optimistic man, and had his views on the futility of fighting and death. However, his life took a dive only a year later, when he was called to military service, and fought with everything he had, just on the hope that he would see his wife and daughter again. He returned a long while later, battered and horrified. He had been by far the most impressive fighter out there, stunning officials with impossible hand to hand combat, but this only hurt him inside more, to know how disgusting of a man he was to have killed people fighting for the same dreams as him. He had hoped for a life to return to normal. Unfortunately, it never happened. In fact, it got worse. Officials turned sour planned to tried to overthrow the government, and he was the first person on a list of old soldiers that would “help”. They held his family hostage and forced him to work for them in return for his family’s safety. He didn’t think twice before agreeing, and began to work toward the goals of this group. Soon however, he learned from official documents, that his family was anything but safe. According to documents, as soon as he was on their side, his wife and daughter were executed. Filled with rage Captain Günsche ruined their plans before escaping. He had to get out. Get away from the violence, away from the country, out of Europe, far, far away. Japan was as secluded as possible, and this was his goal. However, he finally gave in to his resentment, and joined the law. And the rest, they say, is history. He was placed in an Order, the Orders fell, he joined Order 09.

Other: His original title was "Arcane Behemoth". It was changed due to an inside joke, in which a lower officer began to panic after he failed a mission, and misread his name as "Captain Gunship." However, both titles fit him well.

Name: Yukishiro Kyo

Age: 17

Gender: Male

Class: Swordsman

Appearance: Kyo is tall, dark haired, with even features. He is muscular, but not overly so. He wears dark blue robes, with his katana hanging at his side.

Weapons/armor: Light weight robes, a katana, and a wakizashi

Personality: Kyo is erratic, choatic, and unpredictable. He has a history of violence, and is quick to anger. He cares nothing for those who get in his way, only to accomplish his mission.

History: Kyo was abused by his parents as a child. He found a katana when he was 8 years old, and used it to slaughter his parents. Kyo left home than, wandering all across Japan. He became very skilled with a sword, and did all sorts of mercanery contracts. When he was 16, he was apprehended after slaughtering an entire police force. He was pardoned on one condition: that he join Order 09. He has great skills, but has yet to prove himeself in Order 09.

Other: Kyo thinks nothing of killing, as he has been doing it all of his life. He will not hesitate to eliminate anyone he considers a threat to his mission

Order 09 expects nothing but great things from the induction of Kyo, and the honing of his skills. However, they hope that he is not quick to forget that he is lucky to be alive.

After studying his abilities, Kyo will be placed in training for "Primary Offensive". In other words, he will be the first to attack; assisting in the clearing out of simple sword fodder.
